I would ban smartphones for the under 21s. You can't drink until you're 21, but you can access hard-core porn and violence and become a brainwashed consumer from early childhood.

…and at 18, you can be sent off to be maimed or die in military actions that are frequently not about “defending the country” (and if you come back physically whole, you’re still likely to come back with psychological damage).
