So anyway, I'm currently thinking that package sources live in an OCI registry of your choosing, and the package metadata (dependencies, version, etc) lives in your PDS. It will support off-platform dependencies via packageurl.org.

It will be build system agnostic, software packagers can publish nix or bazel or cargo or whatever build system tooling for the package version if they wish. They can even publish patches if they need to.
