Roseville is one of the fastest-growing cities in California, but the project to bring just 10 daily Capitol Corridor trains to the city is way behind schedule. 13 years since starting, this project on existing right of way has not broken ground. goldmountaincanews.com/news/360942/...

It took more than 4 years just to bring on a designer. What if we had in-house staff that could do this on-demand without long delays? We need state capacity for rail so that transit growth can keep up with population growth. calelectricrail.org/project-deli...

Menifee is once again one of the fastest growing cities in CA, but RCTC has no plans to extend Metrolink out there until 2050 - by which point car-dependent development will be completely baked in. www.sfchronicle.com/projects/202...

California's fastest-growing regions simply do not have the resources or political power to plan, design, and manage the rail projects they need to keep VMT from growing with population. We need support at Caltrans to plan these projects and negotiate with freight railroads.

What do you believe about setting up a California Department of Rail? I know CAHSR is its own organization, but if you set up this type of department, would CAHSR fall under them? Other JPAs? A collective negotiator/negotiation process for all CA passenger services/JPA would be helpful.
