First of all the governors determined length of lockdowns in the end. Trump admin shut down nonessential business initially. With the exception of schools, businesses were open after a few months with adjustments like distancing and masking. Grocery stores and essential businesses never shut down.

The USA had one of the best outcomes of the World, and all Countries went into lockdown. China stayed locked down for almost a year longer and they did better than we did.
