I'm trying to figure out how an assembly of citizens, whether convened by the President (i.e., a Federal Advisory Committee) or self-convened, improves the chances of getting a 2/3 vote of each chamber followed by ratification by 3/4 of the states.

We don't need a president to set up "citizen assemblies." Citizens can assemble on their own. There is something called a Federal Advisory Committee that federal agencies can convene but their recommendations are just that - recommendations. They tend not to have much impact.

I don't think the idea would be popular enough regardless to get amendment-level support. Personally, I can't think of something I want less in government than to expand its power to regulate media content. The 6 years we've had Trump in charge has quite convinced me.

It can't be applied to any medium other than over the air broadcast stations. SCOTUS ha struck such requirements down when applied to other mediums, including to social media sites in Justice Kagan's decision in Netchoice v. Moody.

Any attempt to make private actors that aren't broadcast and aren't even governed by the FC comply with, even then, would have been struck down by a unanimous SCOTUS and would be now. What you want definitely infringes on 1A.
