I'm of Ukrainian descent and speak Russian. A lot of Slavic people in Europe and the Americas speak Russian because it's a useful language to know to communicate with a variety of people from Eastern Europe.

Add on that as a result of Soviet colonialism and decades long policies of cultural erasure of non-Russian populations, most folks in the former Soviet republics speak Russian. For many it's their first language. Calling them Russian now just compounds the effects of Soviet colonialism.
